Pre-existing Condition Insurance Plan-Kansas The temporary federal pool is a product of the new federal health reform law. The pool will be administered by the Kansas Health Insurance Association (KHIA). The purpose of the new pool is to provide access to health insurance for individuals with qualifying pre-existing conditions who have been uninsured for at least six months. State High Risk Pool The Kansas Health Insurance Association (KHIA) was created by the Kansas State Legislature to provide access to health insurance coverage to all residents of the state who are unable to obtain individual health insurance. We offer individual health insurance coverage to state residents rejected for coverage due to medical reasons.
